I think the biggest problem is the way Google Translate translates the long newspaper articles. My Italian is not good enough to do it myself.

It was democratically elected, now the president and the councillors are chosen by the mayors of the district. - The third and biggest step of the local administration is the Regione: there are 20 Regioni in Italy, we are in Lombardy, that is the most populous and richest one. President and councillors are democratically elected. Comunità Montana is a sort of association of the comuni which are in the valley. Now Foppolo Comune has got money, for the gondola, by Lombardy, Comunità Montana, and private entrepreneurs.

Le ho spiegato sinteticamente e semplificando, i livelli della pubblica amministrazione italiana: comune, provincia, regione, e cos'è una comunità montana, a grandi linee.
Probabilmente con tutti i problemi di fondi, votazioni in comunità montana, in regione e quant'altro, si poteva creare confusione in chi non conosce il sistema.
